Rhe McLaughlin

Associate Executive Director, Programs
Rhe McLaughlin, Associate Executive Director leads the planning, design, implementation, and management of the Center’s afterschool programs that serve children and youth from pre-school through high school in twelve sites in Philadelphia, PA. She oversees implementation of department strategies and staff work plans and provides administrative oversight for day-to-day operations including personnel, budgets, contracts, and inventory and database systems. Rhe also serves as liaison for the department and supports the development and provision of technical assistance services for afterschool providers.

Rhe has more than thirty years experience in public education as a teacher, principal, district administrator, and assistant superintendent. She joined Foundations as director of evaluation for afterschool programs, during which time she facilitated the revision and development of the Quality Assurance System® (QAS®), an online evaluation and program improvement tool for afterschool programs. Rhe has served as adjunct faculty at Pennsylvania State University, Radnor and Ogontz campus. She has a Master’s degree in special education and has completed post graduate work in education administration.
